In order to obtain a work permit, a positive Labour Market Impact Assessment (LMIA) has to be in place. LMIAs are issued by Employment and Social Development Canada (ESDC). There are two types of LMIAs, one is to support Work Permit applications, which would assist an employer with a labour shortage. This is an employer driven program where the employer has to pay a fee to ESDC. The second type of LMIA is in place for employers who wish to support their foreign worker with their Express Entry application leading to permanent residency. This second type of LMIA has no government fee.
